Questionable Contracts Worth Billions

What they did. GEO is a major ICE detention contractor benefiting from roughly $170 billion in immigration-enforcement funding in the One Big Beautiful Bill. NBC News reported in March 2026 that Corey Lewandowski told GEO he wanted to be paid in exchange for protecting and growing its DHS contracts; GEO reportedly complained to the White House, and a GEO subsidiary later received a $121 million contract. [NBC News] Border czar Tom Homan was previously a paid GEO consultant, and a former GEO executive now oversees ICE detention.

What Democrats have said and done. Rep. Garcia wrote GEO on March 23, 2026 demanding records of its contacts with Lewandowski, DHS and the White House, “expand[ing the] Corey Lewandowski investigation into alleged pay-to-play scheme with DHS contracts.” [Oversight Democrats] [Letter] He escalated on April 2, 2026. [Oversight Democrats] Warren, Raskin, Kim, Van Hollen, Blumenthal, Merkley, Booker and others asked the DHS and DoD inspectors general to investigate GEO and other contractors on Dec. 8, 2025. [Letter] Senate HSGAC Democrats opened a Lewandowski bribery/ethics inquiry and wrote GEO directly. [HSGAC Democrats] [Letter to GEO]

Why it intensifies. Reuters names GEO as having already received a pre-subpoena records request. [Reuters] Immigration enforcement is one of Garcia’s stated priorities, the allegations carry potential criminal exposure for officials, and contractors cannot assert executive privilege, which makes GEO the route to Lewandowski’s and Secretary Noem’s records. GEO says it follows federal procurement rules.
