WHAT THEY DID. Pfizer signed the first most-favored-nation pricing-and-investment agreement with the White House on Sept. 30, 2025, receiving a three-year exemption from Section 232 pharmaceutical tariffs while non-signers faced 100 percent tariffs; sixteen companies followed. [Manatt summary] The deal texts remain undisclosed. TrumpRx launched as a coupon site. Donald Trump Jr. sits on the board of BlinkRx, a 1789 Capital-funded company positioned to benefit from the program.
WHAT DEMOCRATS HAVE SAID AND DONE. Reps. Pallone and Neal, Sen. Wyden and Rep. Scott, the Democratic leaders of the health committees, “blast[ed] TrumpRx ties to donors and family” and wrote Pfizer in October 2025. [E&C Democrats] Sen. Gallego demanded transparency in the Pfizer deal. [AOL/The Hill] Sen. Warren released an HHS response in August 2026 showing the department stores no data behind TrumpRx’s $700 million savings claim, calling out “RFK Jr.’s secrecy on Trump’s Big Pharma deals.” [Warren press release] Seven Senate Democrats demanded all 17 signers prove their prices fall below Medicaid net prices.
WHY IT INTENSIFIES. Davis Polk’s Sept. 15, 2026 client memo lists pharma pricing deals among expected targets. [Davis Polk] Drug prices are Democrats’ strongest affordability message, the secrecy of the deals makes an easy hearing, and the tariff carve-out converts a pricing story into a pay-to-play story. Pfizer, as the first signer and the one with the most letters, is the natural lead witness. The companies say the deals brought certainty on tariffs and pricing and deliver real Medicaid savings.
